Investigation of Halamish attack: Early indication that fence was disturbed, security's response was delayed

The IDF's initial military investigation revealed that despite the fact that they received an indication that someone had tampered with the security fence, forces were not mobilized in time and the residents were not directed to enter their houses. The investigation also raised the question of why cameras were not in place as per the settlement's security plan.

Though the operational investigation into the attack in Halmish is still ongoing, it has already raised a number of difficult questions. The investigation shows that the army was alerted when the terrorist was already in the Solomon family's home and not when the fence was first tampered with. 

The settlement is protected by a smart indicative system that warns of prolonged contact with the fence- that is, when a person tampers with it and not an animal. Early detection could have alerted security forces enough time in advance to prevent the deadly attack but the forces were deployed too late. In addition, despite the continued warning from the indicative fence, the residents of Halamish were not warned to shut themselves up in their homes as per protocol.

Further, while the community's security program had approved and budgeted the installation of security cameras along the fence, the cameras had not yet been installed.

Amidst the shock and the sadness in Halamish following the deadly terror attack, some residents claimed that they had known about the security risk and had warned the security forces in the past that the road adjacent to their community posed a security threat.

Residents of Halamish also reported that eight months ago, 15 houses in their community were torched by Molotov cocktails thrown over the fence. They believe that the terrorist who killed the Salomon family entered the settlement at the very same spot in the fence.
