The Al Quds TV channel affiliated with Hamas has reported from a source familiar with the negotiations between Israel and the terrorist group Hamas. In this stage of talks, an agreement in exchange for a cessation of hostilities must include an exchange of prisoners between the parties.

Hamas is demanding the release of dozens of terrorists who had been freed during the previous exchange for Private Gilad Shalit in 2011, and were ultimately detained again. Israel is demanding the release of two Israeli civilians, who suffer from mental disorders who were arrested when they voluntarily entered the Strip, and the remains of two soldiers believed to be in the hands of Hamas.

The Israeli citizens are Avera Mengistu and Hisham al Sayed, entered Gaza in 2014 and 2015, respectively. The bodies of soldiers Hadar Goldin and Oron Shaul have been held by Hamas from when they were killed in the 2014 Gaza

For years the families of the captives in Gaza and the soldiers have accused the government of not doing enough to bring their loved ones home.
