Philippine President Rodrigo Duterte has joked once again about the rape of a woman, saying that he would congratulate the man who “had the courage” to rape Miss Universe. The remark about Miss Universe was made as Duterte talked about execution being the punishment for a serious crime.

Philippine President Rodrigo Duterte is known for his scandalous, sharp-tongued, crude and outspoken statements and it appears that the leader has made yet another remark that is sparking controversy around the world. On Saturday evening, Duterte joked about rape during a conversation with diplomats, saying that he would “congratulate the one who had the courage” to rape Miss Universe.
“What I don’t like is when children are raped,” he said. “You can mess with, maybe, Miss Universe, and maybe I would even congratulate the one who had the courage to rape someone knowing that he would die after.” Duterte was speaking to the diplomats about his war against crime and drugs, which has already claimed the lives of thousands of citizens. The remark about Miss Universe was made as Duterte was talking about execution being the punishment for a serious crime.
This is not the first time that the Philippine leader has joked about rape. In May, Duterte said that he would allow his soldiers to rape up to three women during an operation in the southern part of the country.
